 ICEA Project (continously supported by JAIF)

ICEA Project

In the wake of excellent success of the previously completed MRCT project, the JAPAN government kindly provide continuously financial assistance of USD 806,275.77 via the JAPAN-ASEAN Integration Fund (JAIF) to TDA to execute another landmine clearance project namely “Integrated Landmine Clearance to Promote Cross Border Economy (in ASEAN Countries) -  Lesson Learned from Thailand: ICEA”. The ICEA project is to clear landmines in border areas for “Economic Promotion” in Surin Province in 2 operational years during 1 September 2016 to 31 August 2018 with 24 project staffs. Now the project is being operated in Chong Phrik border area of Buached District of Surin Province, and in economic area of Chongchom Permanent Border Pass, Dan Sub-district, Kabchoeng District, Surin Province.

 Completion of MRCT Project

Completion of MRCT

Throughout the 19 month-operational period, all MRCT project staffs worked synergistically and systematically to achieve the main project objectives. They all could make slightly better than what had been targeted or expected. At the end of the project on October 2015, approximately 2,445,513 sq. m. were cleared and returned to local communities, compared with original targeted area of 2,420,000 sq. m. Apart from targeted contaminated area of CHA 387-01, one more real minefield with exact boundary DHA 397-01-1 were also cleared that can assure no more accident in the proximity of MRCT project.

 In the beginning, TDA had expected that about 500 dangerous items of landmines, UXO, and other ERW would had been found. Throughout the hard and pain taking works of project staffs especially deminers, to the end of MRCT project, 2,729 items of dangerous object, were found, marked, and put to the EOD processes by the assistances graciously made by HMAU-3 under TMAC guidance. Of those items, 1,440 were landmine (70% were functional), while 373 items, 217 items, 692 item, am 7 items were Rocket (including RPG), Grenade, Mortar, and Artillery Projectile respectively, and were estimated 30% functional.

Task MRCT Project by TDA

              สมาคมผู้เก็บกู้ทุ่นระเบิดไทย (Thai Civilian Deminer Association) หรือ TDA เป็นหน่วยงานพัฒนาเอกชนหนึ่งที่ให้ความช่วยเหลือแก่ประเทศไทยที่ประสบปัญหาภัยจากทุ่นระเบิด โดยร่วมมือกับศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ นับตั้งแต่เดือน เมษายน 2557 ถึงปัจจุบัน ได้มีการเปิดโครงการ MRCT (ปฏิบัติการปรับลดพื้นที่ทุ่นระเบิดบริเวณพื้นที่ชายแดนกัมพูชา จังหวัดสุรินทร์ ประเทศไทย พร้อมทั้งการเผยแพร่ประสบการณ์ที่ได้ The Implementation and Dissemination of the Experience of Minefield Releasing at Border Area with Cambodia in Surin Province, Thailand: MRCT) โดยในช่วง 45 วันแรกฝึกอบรมทบทวนให้แก่พนักงาน หลังจากนั้นนับจากวันที่ 15 มิถุนายน 2557 เป็นต้นมา ได้เข้าทำงานในพื้นที่อันตรายที่ยืนยัน CHA 387-01 เพื่อปรับลดพื้นที่ทุ่นระเบิดด้วยวิธี Land Release.

 Opening Ceremony of MRCT Project

10: 30 hr. of 21st July 2014, at Rajpruek club, Bangkok, H.E. Mr. Shigekazu Sato, the Japanese Ambassador to Thailand, presided over the official opening ceremony of MRCT Landmine Clearance Project which is being operated by the Thai Civilian Deminer Association (TDA). The project aims at clearance of landmine affected areas of 2,420,000 square meters at Chong prik, Jaratpattana village, Jaratpattand sub-district, Buached district, Surin province, from April 1, 2014 to September 30, 2015. The Japanese Government has made financial assistance worth 473,055.96 US dollars via JAPAN-ASEAN Integration Fund (JAIF) to this project that will return safe area to local communities so that under-privileged villagers can make safe travel to collect forest products for their daily living such as mushroom, vegetable, and so on. Local government can also promote development project such as road and temporary border trading area which will bring prosperity to the coming AEC. Representatives of ASEAN embassies in Bangkok, of the Ministry of Foreign Affairs, Media members, TDA members, and other distinguished guests, totaling about 60 persons attended the ceremony.

 JAPAN-ASEAN INTEGRATION FUND (JAIF) supports TDA's landmine clearance project


On 1st April 2014, the Japanese government has kindly and graciously made a grant support of
USD 473,055.96 to the Thai Civilian Deminer Association (TDA) for operation of the landmine clearance project namely “Implementation and Dissemination of the Experience of Minefield Releasing at Border Area with Cambodia in Surin Province, Thailand (MRCT)”. The project is operated under the suggestion and guidance of the Department of International Organization, Ministry of Foreign Affairs, Royal Thai government, and the Thailand Mine Action Centre (TMAC).

 Personnel Protective Equipment (PPE) Supported by GFS

PPE Face Mask supported by GFS

With the graciously financial support of the Golden Foods Siam (GFS), Thai Civilian Deminer Association (TDA) was able to import the Personnel Protective Equipment (PPE) for Landmine Clearance on 20th November 2012. This PPE, protective mask, is able to protect de-miner’s face and eyes from fragmentation of explosive landmine in case of accident during clearance operation.

 Medical First Aid Equipment Supported by GFS

First Aid Kit Supported by GFS

Thai Civilian Deminer Association (TDA) has procured some medical first aid equipment with Golden Foods Siam: GFS’ financial support. They are stretcher, head immobilizer and adult extrication collar. These equipment are necessary and compulsory for landmine clearance as Medic Officer who standby during clearance operation will use them for medical evacuation if any accident from clearance happen.

 TDA has been granted Licenses

Licenses for importing and possessing mi

The Ministry of Defense (by Munitions Control and Industrial Development Division, Defence Industrial Department, Defence Industrial and Energy Center) has granted the licenses to the Thai Civilian Deminer Association (TDA) for possessing and importing military equipment necessary for humanitarian landmine clearance; landmine detectors, landmine’s fragment protective vest PPE, and landmine’s fragment protective mask PPE. These licenses will allow TDA to procure and obtain necessary tools that are graciously supported by the Golden Food Siam Co., Ltd (GFS). Thank the Ministry of Defense and Thailand Mine Action Center for these licenses, and the GFS for your financial support. TDA is looking forward more supports from other philanthropic donors.

Thai Civilian Deminer Association (TDA) by Mr. Amornchai Sirisai went to landmine clearance site at border area of Surin province on 9 May 2012 to give GFS’ donated items to field team. On that day, NPA’s Programme Manager Mr. Aksel Steen-Nilson and Maj. Sampop and his team from Humanitarian Mine Action Unit 3 (HMAU 3) also went to visit field operation, taking with them Khun Bussaba Sivasomboon from Bangkok Post Newspaper who collected all relevant information in field regarding NPA-TDA landmine clearance method for article that she would make published in Bangkok post soon.
